Our Advocacy

Your experiences drive our advocacy. By bringing together family stories and research, Partners in PROMISE turns individual challenges into a call for change—equipping families to advocate for their children and informing military leaders and legislators who can improve the systems that serve them.

why it matters

Family Voices. Research. Lasting Change.

Behind every data point is a military family working to secure the education and support their child deserves. Our The State of Military-Connected Children with Disabilities report examines barriers families face—from disrupted services after a move to gaps in EFMP support and inconsistent educational data. These challenges show why individual experiences must inform a broader call for change.

Partners in PROMISE brings family stories, research, and policy recommendations together to move that call into action. The report identifies opportunities to strengthen IEP transfer protections, improve military family support, and increase accountability through better data.

From equipping parents to informing military leaders and legislators, our advocacy helps ensure families’ voices shape the systems that serve their children.

“You are clearly women of action that are seeking solutions.”

Former U.S. Representative Cathy McMorris Rodgers [2005-2025], following Partners in PROMISE’s special education presentation at the Congressional Military Family Readiness Caucus Summit, 2020.

“[Partners in PROMISE’s survey findings] have already shaped national and state-level policy discussions and informed legal and advocacy tools.”

Jen Goodale, MOAA, September 30, 2025.

why we do it

Their Futures Are Why We Advocate.

Because every military child deserves an education that moves them forward—and support that moves with them.

Empower Families

Through direct support, practical resources, and outreach, we help families understand their child’s rights, share their experiences, and advocate with confidence.

Build Partnerships

We collaborate with community organizations and military partners to share expertise, address common challenges, and strengthen support for military families.

Inform Policy

We bring family experiences and research to Capitol Hill, informing policymakers and advocating for changes that improve education and support for military-connected children with disabilities.

In The News
Amplifying Family Voices. Keeping You Informed.

Partners in PROMISE brings military families’ experiences into the public conversation through news coverage, interviews, and commentary. By connecting family stories with research, we help explain the barriers military-connected children with disabilities face and draw attention to opportunities for meaningful change.

We also keep families and community partners informed about policy developments, legislative efforts, and updates affecting special education and military family support. We explain what these developments could mean for families, highlight our ongoing advocacy, and share opportunities to make their voices heard.

Our Data & Impact

Behind every number is a military family, a child, and a story that deserves to be heard.
