Our Mission

Our mission is to Protect the Rights Of Military Children (P.R.O.M.I.S.E.)  in Special Education and disability communities to ensure they receive equal access to an education. We develop data-informed solutions that equip parents, inform leaders and enable military students to thrive.

why our work matters

What We Believe

Every military child deserves access to a quality education, regardless of where military service takes their family.

Yet too often, military-connected children with disabilities face disrupted services, delayed support, and barriers to receiving the education they are entitled to. Our research reveals systemic challenges that follow families across state lines and school districts.

Founded in 2020, Partners in PROMISE exists to change that. We elevate military families' voices, champion educational equity, and work to ensure that every child with a disability receives the support and opportunities they deserve—at every duty station, in every classroom.

Because military service should never come at the expense of a child's education.

The Data Behind Our Work

140,000

military children and adults enrolled in EFMP

More than 140,000 military family members rely on EFMP to navigate special medical and educational needs while balancing the demands of military life.

23

months

Families wait an average of 23 months from first suspecting their child needs support to receiving the services they need.

3.6

months

Military-connected children with disabilities face an average 3.6-month delay in special education services after a PCS move—disrupting critical support and educational progress.

Our Story

Born from the lived experiences of military families, Partners in PROMISE began with a shared belief that every child deserves access to a quality education, regardless of where military life takes them. What started as a commitment to amplify families’ voices has grown into a national effort to advance educational equity and create lasting change for military-connected children with disabilities.

Meet the People Behind the PROMISE
